As an MTSS-R Leadership team, complete and score all sections of the MTSS-R Implementation Checklist. The MTSS-R Implementation Checklist provides schools with a comprehensive list of actions for effective MTSS–R implementation. Schools that implement these actions well should see improvements in student reading outcomes.

The MTSS-R Implementation Checklist is divided into the five elements of an effective MTSS-R model:

  • Element I: Core Reading Instruction and Intervention
  • Element II: Data Use
  • Element III: Professional Development and Coaching
  • Element IV: MTSS-R School Leadership
  • Element V: Mutual Support Involving Families and the School

Instructions

The team should work together to complete each element by rating each item on a 4-point scale:

  • 0 = no implementation
  • 1 = initial implementation
  • 2 = consistent implementation
  • 3 = high quality implementation

The team should include notes to explain their rationale for their score.

We recommend spending no more than 1-2 minutes deciding on a score for each item on the checklist. If the team members cannot agree on a score for a specific item, we recommend going with the majority, choosing the lower of the two scores, or playing Rock, Paper, Scissors to make a final decision. Remember, the scores themselves are less important than team discussion, and we recommend making use of the discussion notes section of the checklist to describe your rationale for choosing a specific score. These notes will help your team reflect on previous discussions as you re-complete the checklist each year.

If your team is just getting started with MTSS-R implementation, you may find it difficult at first to answer some items on the checklist. In general, if you are not sure how to answer an item you should score it a “0” (no implementation). As your team builds background knowledge about each of the MTSS-R elements, your discussions about scoring these items will deepen and scoring accuracy will improve.
